Overview

The Royal Canadian Mounted Police (RCMP) intends to retain a Contractor to provide construction services for the renovation of its Carman Detachment located in Carman, Manitoba. The work includes selective demolition of existing interior elements, construction of new partitions and masonry walls, installation of new doors, frames, detention doors, interior windows, and architectural woodwork, as well as new floor, wall, and ceiling finishes. The scope also includes revisions and upgrades to existing mechanical and electrical systems to support the renovations. All work must be completed within 12 months of the contract award date. Policy on Reciprocal Procurement: This solicitation of bids is open only to Canadian suppliers Security requirements – Contractors will be required to have RCMP Facility Access Level II (FA2). BIDS RECEIVED IN-PERSON OR BY COURIER WILL NOT BE ACCEPTED. The only acceptable email address for responses to the bid solicitation is soumissionsami-bidsrpc@pc.gc.ca. Bids submitted by email directly to the Contracting Authority or to any email address other than soumissionsami-bidsrpc@pc.gc.ca will not be accepted. Visitor Reception Centre – Front Entrance Improvements: A contractor will undertake upgrades to the main entrance pathways, including pouring concrete, hardscape and softscape enhancements, and new landscape plantings. The scope also includes installation of exterior electrical lighting, water conveyance and a new automatic arm gate to improve drainage, visitor flow, accessibility, and site safety. Big House – Drainage and Water Management Improvements: At the historic Big House, the contractor will install new eavestroughs and downspouts to improve roof water conveyance. Additional work will address drainage issues at the rear of the building through the installation of a concrete pad with drains and other land drainage infrastructure. These interventions are intended to mitigate water infiltration risks and support long term preservation of the structure and surrounding grounds. The work must be substantially completed by March 31, 2027, and all work must be completed by June 30, 2027. To assist with bonding and insurance requirements, this project is estimated at a value between $500,001 > $ 1,000,000, Taxes extra. PERIOD OF CONTRACT / DELIVERY DATE Contractor must perform and complete the Work no later than June 30, 2027. Construction Management Services for System Renewal Program

DEFENCE CONSTRUCTION CANADA (DCC) is requesting proposals from firms with demonstrated experience in the Construction Management at Risk (CMAR) delivery method, to submit a Proposal for a Program involving multiple Projects for the renovation of existing infrastructures, the demolition of certain facilities, and the construction of some new facilities which include armoury facilities located at 19 Wing CFB Comox, BC. Notwithstanding that the Program comprises multiple Projects, a single CCDC 5B Construction Management Contract – for Services and Construction will govern the entirety of the Program for the full duration of the Contract. The Construction Manager will be required to provide the necessary Construction Management services to ensure the successful completion of all Projects under the Program. These services apply to all construction activities associated with the Projects, are divided into two (2) components and include, but are not limited to, the following: Pre-construction Services: General Services, Pre-design, Schematic Design, Design Development, Construction Document, and Construction Procurement. Construction Services: General Services, Cost Control and Accounting, and Post-Construction Services. Additional details are provided in the RFP document.
