THIS SOURCES SOUGHT NOTICE HAS BEEN UPDATED, SEEKING SF330 SUBMITALS. THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL INFORMATION NEEDED TO SUBMIT SF330 DOCUMENT IS CONTAINED HEREIN. SF 254S AND SF 255S WILL NOT BE CONSIDERED. NOTE: FAR PART 12 (COMMERCIAL) IS NOT APPLICABLE TO THIS PROCUREMENT. SUMMARY: The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, California is soliciting SF330s for a single-award, Indefinite Delivery Indefinite Quantity (IDIQ), Architect and Engineering (A-E) contract for various environmental restoration (ER) and other environmental projects. The A-E services required will include professional services to enable NAVFAC EXWC to support other NAVFAC commands, as well as other Department of War (DoW) and federal agencies. Market research was conducted in May 2026 and there were too few qualified small businesses to warrant consideration of a set-aside, therefore this acquisition is being issued under Full and Open Competition. The North American industry Classification System (NAICS) code is the procurement 541330, and the annual size standard is $25,500,000. NAVFAC EXWC anticipates the award of an IDIQ with base ordering period of sixty (60) months, and an extension of services period not to exceed six months. The maximum value of all task order placed under this contract will not exceed $150,000,000. Individual task orders under this contract may be firm fixed price (FFP) (Estimated 40%) or cost-plus-fixed fee (CPFF) (Estimated 60%). The minimum guarantee for the IDIQ contract is $10,000. Individual task orders are anticipated to range $5,000 to $6,000,000 per task order. The estimated award date is March 2027. PROJECT INFORMATION: Firms must be capable of performing work on a wide variety of projects in Environmental Restoration (ER) and other environmental topics, in a manner that complies with federal, state, and local regulations and laws, and within timeframes required. This work will support the A-E services that NAVFAC EXWC provides to support the environmental cleanup of sites managed by the Department of the Navy and other federal agencies. Although, the majority of the work is expected to be in the continental United States, project sites could be worldwide. Specific needs will be determined based upon project requirements and as described in each task order’s Performance Work Statement or Statement of Work. A-E services required under this contract include, but are not limited to: - Environmental program development and implementation. Particularly, the contractor will support development and implementation of the Navy’s environmental restoration (ER) program, comprising the Installation Restoration (IR) and Munitions Response (MR) Programs in terms of the associated science and engineering, regulations, and policy - Research, development, testing, and evaluation (RDT&E) of innovative environmental technologies, techniques, and solutions, particularly for environmental restoration. - Planning and pilot-testing innovative environmental technologies, techniques, investigations, and solutions to support full-scale design. - Services for associated environmental programs, including remedy resilience, impacts of elevated sea water levels and extreme weather events, active range sustainability, sustainable water resources management, environmental compliance, energy efficiency, and natural resources management. The services at ER sites may involve supporting NAVFAC EXWC in the preparation, expert review, or optimization of preliminary assessments, site inspections, remedial investigations, feasibility studies, engineering evaluation/analysis (EECA), proposed plans, records of decision (RODs), remedial designs, sampling and analysis plans (SAPs) or Quality Assurance Project Plans (QAPPs), and five-year reviews for customers in the Department of the Navy and other federal agencies. These services may include site characterization, laboratory studies, and pilot testing with the aim of helping NAVFAC EXWC and its customers develop cost-effective full-scale designs and solutions for environmental projects. An important component of the services also is technology transfer (T2) to and training of the Department of the Navy and other federal agency personnel (and their contractors), who are engaged in ER or other environmental programs. Other environmental project areas may include (but are not limited to) remedy resilience, coastal flooding from seawater and groundwater, and extreme weather events, active range sustainability, sustainable water resource management, environmental compliance, energy efficiency, and natural resource management. For on-site investigations, firms must provide personnel with current health and safety training, as required by the Occupational Safety and Health Administration (OSHA) and adhere to all NAVFAC requirements for Health and Safety. Task orders will be issued with a project/site specific Scope of Work under the general scope of the contract. Typically, requests for proposals issued for individual task orders will include a general Scope of Work or a performance-based acquisition Performance Work Statement, location of work, character and extent of services required, technical requirements in addition to the requirements contained within Statement of Architect and Engineering Services (SAES). SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Items (1) thru (5) are primary criteria and (6) thru (7) are secondary criteria. Secondary criteria will only be used as 'tie-breakers' among technically equal firms. (1) Professional Qualifications: Professional Qualifications: The offeror shall provide no more than thirteen (13) resumes in Section E of the Standard Form (SF) 330. If more resumes are submitted than requested, then only the first thirteen will be considered. Providing less resumes is encouraged if provided personnel fulfill multiple roles. Experience that is not related to the work described in this solicitation should not be included. Resumes shall not be more than 2 pages each. Firms will be evaluated in terms of the general professional qualifications and technical competence in areas of work described in the "Project Information" section above. The evaluation of the resumes will consider education, training, registration, certifications, overall and relevant experience, and longevity with the firm. Projects that demonstrate successful optimization efforts that reduced project cost or time and added unique technical value, successful execution of projects where standards and methods for execution were not commonly accepted, or projects that had complex hydrogeological and regulatory site conditions will be given preference. Additionally, projects performed for the Navy or DoW as opposed to other federal agencies or other clients are preferred. Experience on the resumes should be within the last 8 years to be considered relevant. Resumes should be presented in the following three categories: Program Manager (PGM), Project Managers (PMs), and Subject Matter Experts (SMEs) in the technical areas listed above. The PGM and PMs should have a degree in engineering (environmental, civil, chemical, or related), or geological sciences, professional registrations in at least one state of the United States, and at least five (5) years of experience in managing programs or projects of similar size and complexity as expected in this contract. The states of registration and certification of relevant personnel must be included on each resume in Section E of SF 330. One PGM resume and two (2) PM resumes are required.The resumes will be rated more favorably when they demonstrate specialized experience and technical competence in the following areas: • Investigation and/or remediation of environmental media contaminated with emerging contaminants, particularly PFAS, especially projects executed for the Navy or DoW; • Investigation and/or remediation of environmental media contaminated with radiological compounds, especially projects executed for the Navy or DoW; • Experience with biological processes where advanced molecular biological tools were used for bioremediation and natural attenuation determination; • Experience with groundwater modeling to support contaminant fate and transport, design, and optimization of in-situ remediation projects; • Experience with design, technical support, or optimization of site investigation and remediation projects to address underwater sediment impacted with PCBs, PAHs, and/or heavy metals; • Experience with design, technical support, or optimization of site investigation and remediation projects to address vapor intrusion; • Experience with design, technical support, or optimization of site investigation and remediation projects related to DoW’s Munitions Response Program (MRP). • Experience with supporting science and engineering projects with innovative solutions for environmental restoration. This experience shall include projects aligned with the A-E services that NAVFAC EXWC provides to support the environmental cleanup of sites managed by the Department of the Navy and other federal agencies in compliance with federal, state, and local regulations and laws. Advanced degrees and exhibited technical depth and breadth of project experience in their specific fields will be favored for all SMEs. Section G may also include a matrix that displays the SME specialty, discipline, degree, years of experience, and state(s) of registration/certification in each of the specialized experience categories for each person on the proposed team. Resumes should indicate the project role (s) of the individual in their submission (whether PGM, PM, SME, or allied personnel). A minimum of seven (7) SME resumes are requested including: Emerging Contaminants SME, Radiological SME, Bioremediation SME, Groundwater Modeling SME, Sediment Management SME, Vapor Intrusion SME, and a MRP SME. In addition to the aforementioned personnel, three key allied personnel are also required for this contract and their resumes should be included as described here. These include one (1) resume each for: a certified industrial hygienist (CIH) accredited by the American Board of Industrial Hygiene (ABIH), an American Board of Health Physicists (ABHP) certified health physicist (CHP), and an experienced Contractor Quality Control Manager (CQCM). Roles of the 13 personnel whose resumes are presented should be clearly identified in the SF 330. (2) Specialized Experience and Technical Competence: Based on the projects presented in Section F of the Standard Form 330, firms will be evaluated in terms of specialize experience and technical competence of work specifically included in the project information section above. A project is defined as a single contract or task order. A project can also be defined as multiple task orders supporting one installation/facility or customer. Up to ten projects completed within the last 7 years from the date of the offeror’s proposal will to be considered. If more projects are submitted, the Navy will consider only the first ten (10). Projects will be rated more favorably when they demonstrate specialized experience and technical competence in the following areas: • Investigation and/or remediation of environmental media contaminated with emerging contaminants, particularly PFAS, especially projects executed for the Navy or DoW; • Investigation and/or remediation of environmental media contaminated with radiological compounds, especially projects executed for the Navy or DOW; • Experience with biological processes where advanced molecular biological tools were used for bioremediation and natural attenuation determination; • Experience with groundwater modeling to support contaminant fate and transport, design, and optimization of in-situ remediation projects; • Experience with design, technical support, or optimization of site investigation and remediation projects to address underwater sediment impacted with PCBs, PAHs, and/or heavy metals; • Experience with design, technical support, or optimization of site investigation and remediation projects to address vapor intrusion; • Experience with design, technical support, or optimization of site investigation and remediation projects related to DoW’s Munitions Response Program (MRP). • Experience with supporting science and engineering projects with innovative solutions for environmental restoration. This experience shall include projects aligned with the A-E services that NAVFAC EXWC provides to support the environmental cleanup of sites managed by the Department of the Navy and other federal agencies in compliance with federal, state, and local regulations and laws. Firms shall submit no more than two (2) page per project (size 12 Calibri with a minimum of 1” margins on the top, bottom, and sides). An organizational chart shall be provided and be no larger than 8.5” x 11”. In Section H, also indicate the estimated percentage of involvement in each project of each firm on the proposed team. (3) Past Performance. Demonstrate acceptable past performance on contracts that the firm has performed. In section H of the SF330, provide completed CPARS, for the same ten projects listed in Specialized Experience. If no CPAR exists, submit a completed Past Performance Questionnaire (PPQ’s) (Attachment A). If the CPAR is assessed at the IDIQ level, vice the task order level, PPQ’s may be submitted in lieu of the CPAR, if the IDIQ CPAR does not discuss the project/task order in sufficient detail. Ensure the contact number and, if applicable, the task order number are provided and the PPQ is signed. Selected projects must have been performed with the past seven years from the issuance of this synopsis. If PPQ’s are used, completion by the Contracting Officer’s Representative (COR), Government Project Manager, or equivalent role, is preferred. PPQ’s previously completed for other solicitations may be submitted, provided that the questions are substantially the same as those in Attachment A. Navy projects/contracts may be considered more relevant than other Department of War (DoW) agencies projects/contracts. DoW projects/contracts may be considered more relevant that state or local government or commercial project/contracts. There is no page limit for the submission of this criteria. (4) Capacity to Execute Multiple Task Orders within the Required Time: Capacity to Execute Multiple Task Order: The Government expects this IDIQ will result in an average of 14 task orders per year, most of which run two or three years. In section H of the SF330, demonstrate how the Offeror has conducted multiple task orders simultaneously, while maintaining quality and schedule, and how this additional workload will be inducted by the firm. The Offeror’s submission for this criteria is limited to two pages. (5) Small Business Participation: Small Business Participation: The Government will consider both the Offeror’s plan to include small businesses on this IDIQ contract, as well as the Offeror’s demonstrated levels of small and small disadvantaged businesses on past contracts. In Section H, provide a completed Attachment B, Small Business Participation and Commitment Strategy. Page limits are as listed in Attachment B. Large Business firms shall submit the most recent Individual Subcontract Report (ISR), or equivalent if required by state or local Government contracts, for each of the ten projects listed in the Specialized Experience and Technical Competence factor. If reports are not available, provide an explanation. If the successful Offeror is a large business concern, the firm will be required to submit a subcontracting plan with its price proposal. The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs. The NAVFAC subcontracting program targets, expressed as a percentage of total subcontracted work are estimated: Small Business: 40%, HUBZone: 3%, Small Disadvantaged Business: 5%, Service-Disabled Veteran Owned Small Business: 3%, and Woman-Owned Small Business: 9%. There is no page limit for the submission of this criteria. (6) Geographic Location: The work to be performed under this contract may be worldwide, with a focus on DON installations in the United States and its territories In Section H of the SF330, discuss the office locations of the Prime Contractor that will be used to support this contract, and demonstrate, through past projects, the familiarity with the Navy Installations where work may be performed. The Offeror’s submission for this criteria is limited to two pages. (7) Volume of Work Awarded by the Navy or DoW during the Previous 12 Months: The Government will assess the volume of Navy or DoW work performed by each Offeror during the previous 12 Months. Firms will be ranked based on the least amount of work to the most amount of work, but the Government will not reject the overall most highly qualified firm solely in the interest of equitable distribution of contracts. No submission is required by the Offeror. The Government will obtain the data from SAM.gov Architect-engineer firms which meet the requirements described in this announcement are invited to submit a completed SF330 by the response date. Offerors that fail to submit an SF-330 will not be considered. Page limits, where stipulated, must be adhered to. SF330’s will be submitted electronically. At least one week prior to the closing date, offerors shall email NAVFAC_EXWC_ACQ732@us.navy.mil requesting an invitation to upload the SF330 in DoDSAFE. DoDSafe is similar to DropBox™. These services shall be in accordance with the Federal Bureau of Prisons (BOP) Community Treatment Services (CTS) Statement of Work, dated September 2022. The period of performance is for a one-year base period estimated to begin on December 1, 2026 with four (4) one-year option periods, with services ending (if all options years are renewed) on November 30, 2030. These services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four. Place of Performance Services are needed within a 10-mile radius of the U.S. Post Office at 500 East Boulevard, Rapid City, SD, 57701 and within a half (1/2) mile walk to a local public transportation stop. All references to Residential Re-Entry Center (RRC) and Community Correctional Center (CCC) shall be treated equally for the purpose of this contract. Deliveries In accordance with Federal Acquisition Regulation (FAR) 16.505, and the clause located in FAR 52.216-18, Ordering, states that any supplies or services to be furnished under this contract shall be ordered by issuance of task orders by a warranted Contracting Officer in the CTS Contracting Office. Freedom of Information Act The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests to Federal Agencies for copies of Technical/Management and Business Proposals from other than Government sources. Award Without Discussions Award will be made to the quoter whose quotation offers the best value to the government, considering technical capability and lowest price technically available. Quoters are advised an award may be made without discussions. The Contracting Officer cannot overemphasize the necessity for the initial quotation of a quoter to provide the Government with sufficient information identifying the quoter's best terms from a cost or price and technical standpoint. Community Treatment Services Decisional Rule Criteria Lowest Price Technically Acceptable: Each quotation will be initially reviewed to determine that all document submission requirements listed under Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items, are met. By using the documentation submitted with each quotation, an initial review will also be conducted to determine whether it meets the minimum requirements contained in the Decisional Rule Criteria below. Any quotation not meeting these criteria shall not receive consideration for award. Quotes must clearly demonstrate at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule Criteria below. Quotes will be rated "Acceptable" or "Unacceptable" based on the Decisional Rule Criteria. Quoters receiving an "Unacceptable" rating will be advised of their elimination from the procurement. Quoters receiving an "Acceptable" rating shall be considered for award. Quoters who fail to furnish any of the submission requirements below shall be excluded from consideration: Staffing Requirement – Key Personnel: The Quoter must have key personnel to meet the solicitation requirements. The Quoter must ensure all personnel providing clinical services to Bureau offenders meet the experiential, educational, and appropriate licensure/certification as required by the state authority where the services will be rendered. [SOW 5.1] Submit the Technical Personnel document that identifies the position and responsibility of all personnel proposed to meet the minimum staffing requirements of key personnel in table 1a below. [SOW 5.2] All key personnel, authorized negotiator(s), and administrative positions must be identified and listed in this document. Listing only one key personnel to provide all required counseling services in the solicitation is not acceptable and does not meet the requirements of this subfactor. Note: Key personnel listed in a separate document created by the Quoter is not acceptable and does not meet the requirements of this subfactor. Submit copies of current and valid professional licenses for key personnel who will provide direct clinical services (counseling or medication) to Bureau offenders. Clinical licenses submitted for counseling services must be listed in table 1b below and must correspond to the respective clinical duties performed. All copies of professional licenses and license verification sheets must clearly show the applicable state licensing board and the expiration date on the submitted document. [SOW 5.4] Staff licenses for medical staff (e.g., medical doctor, physician assistant, nurse practitioner) must meet the standards of practice established by the applicable state’s professional regulatory board in the state where services will be rendered. If submitting a non-medical license that is not listed in table 1b, complete the Mental Health/Behavioral Health Professionals Scope of Practice Summary. Any licenses other than those listed below will be reviewed on a case-by-case basis. If unable to produce an original license, provide a license verification sheet with a copy of a current government-issued photo identification card for the staff member. Submit resumes for key personnel listed on the Technical Personnel document proposed to provide direct clinical services for counseling services only. Resumes must show documented experience working with a criminal justice population providing substance use disorder, mental health, or sex offender treatment services. Documented experience on a resume must include brief descriptions of the type of clinical services provided working with a criminal justice population. [SOW 5.3] Submit the Clinical Experience document for all key personnel who will be providing direct clinical services for counseling services only and list total clinical experience working with a criminal justice population providing substance use disorder, mental health, or sex offender treatment services. The Clinical Experience document must correspond to information submitted in the resumes, as to the type and number of years’ experience working with a criminal justice population. Submit a Drug Enforcement Agency Controlled Substance Registration Certificate for a qualified practitioner with prescriptive authority who meets the standards of practice established by the state’s professional regulatory board to provide psychiatric evaluations, medication monitoring, and follow-up services. [SOW 5.4.5] Operational Requirement – Cognitive Behavioral Therapy (CBT): The Quoter must demonstrate adherence to the CBT model of treatment or other evidence-based programming compatible with CBT. [SOW 2.2] Submit two cognitive behavioral methods or techniques that will be used with Bureau offenders in the delivery of Community Treatment Services (CTS). Limit response to listing the methods or techniques that will be used; do not provide explanations or descriptions of the methods or techniques, unless not a widely known form of treatment. [SOW 2.2.1] Operational Requirement – Crisis Interventions: The Quoter must provide emergency crisis intervention assessments, when necessary. The Quoter must have the ability to provide a crisis intervention evaluation and submit a report, contract line item number (CLIN) 6000, within 24 hours of the request made by CTS staff. [SOW 4.3.9] Identify on the Technical Personnel document which key personnel can conduct a comprehensive diagnostic interview and provide the written report within 24 hours of referral for emergency crisis interventions. Facility Requirement – Proposed Location(s): The Quoter must provide treatment at performance sites that meet the specified restrictions, space requirements, ADA compliance guidelines, and that do not present safety risks to the community. [SOW 7.1 & 7.2.1] List addresses for all proposed performance sites, including subcontractors, where the following services will be provided: Substance Use Disorder, Mental Health, and Sex Offender Treatment Services, which must be within a 10-mile radius of the U.S. Post Office at 500 East Boulevard, Rapid City, SD, 57701 and within a half (1/2) mile walk to local public transportation. Submit a lease, option or intent to lease, an office service agreement or option, a deed, bill of sale, or option to buy, in the name of the Quoter, or subcontractor if applicable, for all addresses listed in 4a. A lease, or option or intent to lease, or an office service agreement or option, on a one-year (12 months) term or less must also include an assurance statement, signed by the authorized negotiator and dated, which provides a contingency plan to secure a new location, without any interruption in services, if the need should arise. When the Quoter is using a subcontractor to deliver the required services at subcontractor’s proposed performance site, Quoter must submit a lease, option or intent to lease, an office service agreement or option, a deed, bill of sale, or option to buy in the name of the subcontractor for all addresses listed in 4a. The lease, option or intent to lease, office service agreement or option, deed, bill of sale, or option to buy must clearly show the subcontractor, by their signature on the document submitted, as the tenant, potential tenant, owner, or potential owner of the proposed performance site. A service or lease agreement between the Quoter and the subcontractor is not acceptable when the subcontractor has a lease, option or intent to lease, office service agreement or option, with a third party, i.e., a landlord, management company, or provider. A service or lease agreement between the Quoter and the subcontractor will be acceptable when the subcontractor has a deed, bill of sale, or option to buy a proposed performance site. Quoter must then submit the deed, bill of sale, or option to buy proposed performance site in the name of the subcontractor as proof of ownership or potential ownership and a service or lease agreement or option which meets all elements in i, ii, and iii. Provide the methods and means that will be used to ensure individual and group rooms are private and allow for confidentiality during treatment sessions. [SOW 7.1.1] Submit an office diagram for each proposed performance site listed in 4a. The diagram must identify all rooms that will be used for counseling space and services, i.e., individual, group, or psychiatric treatment rooms, as well as space used for a waiting, lobby or reception area. The location of the restroom facilities should also be identified. [SOW 7.1.1] Specify on the office diagram the number of individuals each group room can comfortably accommodate. Therapeutic group rooms must be primarily dedicated to treatment or reserved for outpatient community treatment services. Complete and submit the Americans with Disabilities Act (ADA) Checklist for each proposed performance site listed in 4a. [SOW 7.1.1] Complete and submit the Office Service Agreement (OSA) Checklist for each proposed performance site listed in 4a which will be under an office service agreement. The document must assess risks primarily related to security, data protection, oversight, and contract compliance. The OSA Checklist must include a plan to mitigate any risks identified at the proposed performance site (office workspace). Submit a listing, e.g., a directory, of all businesses located on the same floor as the proposed performance site (office workspace). Complete and submit the Local Areas of Concern document for each proposed performance site listed in 4a. This document must identify the following areas of concern that are within 500 feet, which must also include the same space and/or same building, of each proposed performance site: Schools, day-care centers, playgrounds, developed or improved parks, athletic fields, churches, school bus stops, and any facilities/businesses that primarily care for/educate/entertain minors or other vulnerable populations. [SOW 7.2.1] The LAC document must include a plan to mitigate risk to children and other vulnerable populations for each area of concern identified, as applicable. Submit evidence to show a review of the area around each proposed performance site was completed, e.g., a screenshot or pdf printout of each proposed performance site location pinned on a digital map which clearly shows the surrounding area within a 500 foot radius. Facility Requirement – Facility License: The facility must be appropriately licensed and/or certified to provide all required services on, or by, the contract effective date by the state authority where services will be rendered. [SOW 7.4] Submit the required state facility license or certification to provide all treatment services at the proposed performance site(s) listed in 4a. Site Grading & Base Preparation: Execute minor grading, shoulder stabilization, and post-hole excavation at the 12 designated locations to prepare the roadside for barrier placement. Specialized Guardrail Procurement & Installation: Supply and install steel guardrail systems featuring a weathered-look finish and structural treatments (e.g., Natina stain coatings). Traffic Control & Sequencing: Provide comprehensive traffic control, including active one-lane closures and flagging operations, to accommodate construction activities while maintaining safety for park staff and public visitors. Prospective bidders are advised that the specialized weathered-look guardrail steel and required aesthetic coatings carry extended procurement windows (up to an 8-week lead time plus required material curing periods). Contract duration and ordering timelines are structured to accommodate this supply chain restriction. To maximize productivity and account for high-altitude weather volatility, construction operations are anticipated to launch in early Spring (April), utilizing a combination of full road closure windows (pre-opening) and transitioning to active one-lane traffic control configurations following the seasonal opening of the roadway.
