Overview

Enclosed is a Request for Quotations (RFQ) for Rail Waterproofing Membrane Repair. If you would like to submit quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter. The U.S. Government intends to award a firm fixed price purchase order (P) to the responsible company submitting an acceptable offer with a LPTA evaluation. The Government may award a contract based on initial quotations without holding discussions; however, we may hold discussions with companies in the competitive range if necessary. The site visit will be held on September 22, 2026 at 10.00am at Sint Michielswarande 40, 1040 Etterbeek. Prospective offerors/quoters should complete the form “19BE2026Q0005 - Site Visit Registration Form” and send it to BrusselsBids@state.gov to arrange access to the site visit. The conference call will be held on September 25, 2026 at 10.00am on Teams. Prospective offerors/quoters should contact BrusselsBids@state.gov to gain access to the Teams call. Questions are to be sent no later than September 30, 2026 at 5.00pm and must be sent to BrusselsBids@state.gov. Quotations are due by October 14, 2026 at 2.00pm. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to BrusselsBids@state.gov. It is important to make sure the submission is made in specific size and format; Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a quotation to be considered, you must also complete and submit the following: Volume I, as detailed in Section J Volume II, as detailed in Section J Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the Hampton Roads, Virginia Metro Area to include the cities of Virginia Beach, Norfolk, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Poquoson, and Williamsburg. The geographical radius for Home Confinement is within 100 miles of facility. Both the RRC and the Home Confinement services shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, March 2022 SOW”. Home Confinement services are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for all line items. The RRC requirement will consist of an estimated maximum of 96 beds in which 86 beds will be designated for males and 10 beds designated for females for the One-year Base Period and each of the Four One-year Option Periods The Home Confinement requirement will consist of an estimated maximum of 75 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods. It is the intent of the Government to award both line items (RRC and HC) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. Notice Of Intent To Sole Source - LRS Bus Engine Repair Service

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES The 97th CON Squadron at Altus, OK 73523 intends to solicit and negotiate a sole-source, firm-fixed-price contract for the acquisition of bus engine repair. The 97th Contracting Squadron intends to make award this contract to RUSH TRUCK CENTERS OF TEXAS, LP (CAGE: 99MX9). This acquisition is being conducted as a noncompetitive contract action under the authority of Revolutionary Federal Acquisition Overhaul (RFO) 6.103-1: "Only one responsible source and no other supplies or services will satisfy agency requirements". The 97 LRS/LGRV requires the complete replacement of a failed 8.3L L6 Cummins ISC diesel engine on a government-owned 2009 Bluebird Bus. This specialized vehicle is a critical "1-of-1" asset utilized on Altus AFB for flightline aircrew transport, off-base logistical missions, and military Commercial Driver's License (CDL) training. The vehicle suffered catastrophic internal engine failure during transit and is currently inoperable, occupying space at the Rush Truck Centers facility. In accordance with RFO 6.103-1 the Government has restricted competition due to severe logistical and cost constraints. Because the vehicle is entirely non-operational, soliciting competition from alternative regional mechanics is highly impractical. Transporting the bus would force the Government to incur immediate, non-recoverable heavy-duty towing expenses and redundant diagnostic teardown fees at a secondary facility, directly offsetting any potential savings from competition. This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement. Capability statements are due on 09/29/2026 by 10:00 AM CST.
