Overview

The California Great Basin Region of the Bureau of Reclamation intends to issue a Request for Proposal (RFP) for a firm fixed-price construction contract for Prosser Creek Dam Basin Cleanup. This procurement is set aside for Total Small Business concerns. Solicitation will be issued as a Request for Proposal (RFP) using FAR Part 15, contracting by Negotiation Procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $37M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is $250,000.00-$500,000.00. This procurement will require 100% performance and payment bonds. The work is located at the Prosser Creek Dam, Truckee, California. All responsible sources may submit a bid which will be considered by the agency. PRINCIPAL COMPONENTS OF WORK: The contractor will be required to complete the following: 1. Remove all materials from the spillway stilling basin. These materials include, but are not limited to fine sediments, gravels, cobbles, boulders, chain link fence materials, and large woody materials. 2. Remove material that is present in the 6-inch drains on two of the chute blocks to the greatest extent possible. 3. Perform an inspection of the concrete floor and all other spillway stilling basin features upon completion of the sediment and materials removal. Solicitation 140R2026R0013 will be posted electronically via www.sam.gov on or about August 8, 2026. The date for receipt of proposals will be approximately September 7, 2026. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. The specifications and drawings will be provided when the solicitation is issued. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. Scope of work The work under this Contract consists of the rehabilitation, modernization, maintenance, and service of thirteen (13) elevators located in six (6) residential buildings at Gun Hill Houses.
