The planned introduction of longer train services to the Airport in response to future demand growth will mean that double stacking arrangements of trains as currently used will no longer be viable. Through the project's Delivery Steering Group, Northern and TransPennine Express have carried out analysis which has identified that additional platform capacity is needed at the airport in order to realise the full benefit of longer train services serving the airport. The scheme is part of a package of proposed measures in the Manchester area that are being designed/planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. Improving the operation of train services in the centre of Manchester and providing further capacity at Manchester Airport station, aligns with the strategic aims of Network Rail, TfGM, TfN and the wider industry. This project in in Tranche 1 of the Manchester and North West Transformation Programme (MNTP): A remodelling of the station at Manchester Airport, specifically a platform addition or extension of multiple platforms, or provision of a new turnback facility, will be essential to accommodate the planned implementation of longer rolling stock services. The redevelopment of these platforms will enable permissive working of two 6x24m (144m) trains, in two of the four platforms at the Airport Station. This will allow for the unaltered retention of all existing TOC services both originating and terminating at the Airport Station under 'double-stacking' conditions. The Lower Thames Crossing Roads, North Programme is seeking expressions of interest from suppliers with experience in reinforced concrete (FRC) and structural works. The scope is expected to include elements such as reinforced concrete foundations, abutments, retaining walls, pile caps, reinforced earth structures, bridge structures and other civil engineering works. As part of our procurement planning, we are considering a range of packaging options, including splitting the works into multiple packages. Through this PQQ, we are looking to better understand the market's capability, capacity and preferred delivery models to help inform the final procurement strategy. Derby City Council (the Council) is undertaking this procurement to establish two contracts: • Lot 1 Asbestos removal and remediation services • Lot 2 Asbestos analyst services The procurement process adopted by the Council is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations".) For Lot 1 the asbestos removal and remediation services contract, the initial contract period is two years and is estimated to commence on 1st February 2027 and expire on 31st January 2029. For Lot 2 the asbestos analyst services contract, the initial contract period is two years and is estimated to commence on 13th February 2027 and expire on 12th February 2029. For both contracts there will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. For Lot 1 the asbestos removal and remediation services contract, bidders should note that the total estimated contract value of £1,172,000, comprises of two components: i) The core contract value, estimated at £293,000, based on known current service requirements ii) An additional estimated value of £879,000 to reflect potential future changes in service scope or volume linked to LGR. For Lot 2 the asbestos analyst services contract, bidders should note that the total estimated contract value of £2,616,000, comprises of two components: i) The core contract value, estimated at £654,000, based on known current service requirements ii) An additional estimated value of £1,962,000 to reflect potential future changes in service scope or volume linked to LGR. These figures are estimations and due to only being in the early stages of the process the Authority cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.
