As part of these missions, DFATD occupies a portfolio of buildings requiring the delivery of operations & maintenance (O&M) services to maintain the integrity of the assets. In managing these assets, DFATD is required to complete construction projects of various sizes, and to perform O&M work. DFATD requires a company capable of offering building envelope construction services (repair, installation, and maintenance) for Canadian missions abroad; including Chanceries, Official Residences, and Staff Quarters. DFATD intends to award up to 3 contracts to 3 contractors.
Construction Management Services for System Renewal Program
DEFENCE CONSTRUCTION CANADA (DCC) is requesting proposals from firms with demonstrated experience in the Construction Management at Risk (CMAR) delivery method, to submit a Proposal for a Program involving multiple Projects for the renovation of existing infrastructures, the demolition of certain facilities, and the construction of some new facilities which include armoury facilities located at 19 Wing CFB Comox, BC. Notwithstanding that the Program comprises multiple Projects, a single CCDC 5B Construction Management Contract – for Services and Construction will govern the entirety of the Program for the full duration of the Contract. The Construction Manager will be required to provide the necessary Construction Management services to ensure the successful completion of all Projects under the Program. These services apply to all construction activities associated with the Projects, are divided into two (2) components and include, but are not limited to, the following: Pre-construction Services: General Services, Pre-design, Schematic Design, Design Development, Construction Document, and Construction Procurement. Kitimat River Hatchery – Transformer Electrical Upgrade Project Location: 54°02'38.8"N 128°41'04.0"W. 1. Project Overview Fisheries and Oceans Canada (DFO) is undertaking electrical service upgrades at the Kitimat River Hatchery in Kitimat, British Columbia. The work relates to transformer and electrical service modifications following completion of overhead primary upgrades by BC Hydro. The hatchery will remain operational throughout the project. 1. General Scope of Anticipated Work The anticipated scope of work includes, but is not limited to, the following: • Hydro vac excavation of a new low voltage electrical service trench, including cutting and reinstatement of existing asphalt surfaces; • Low voltage electrical upgrades, including connection of new BC Hydro secondary service conductors using existing conduits; • Coordination of shutdown of the existing BC Hydro primary service and energization of the new secondary service. The Contractor must perform and complete the Work by March 31, 2028.

Install and energize a new main distribution cabinet and new Hydro Quebec (HQ) Site Service. Provide the necessary power pedestals and connection points for temporary event connections. Protect significant trees during the work and reinstate the park to an appropriate condition at the end of the work. This will maintain the current value and uses within the park and improve the functionality to provide electrical power for major events in the future (including Winterlude).

Wharf Replacement, L’Orignal, ON In general, the work covered under this project includes all labour, all products (i.e.: materials, machinery, equipment and appliances), all construction materials and all services that may be necessary for the execution of the work in accordance with the contractual documents. The project site is located in L’Orignal approximately 90 kilometers east of Ottawa. The work area is located at the end of Wharf Street on the south side of the Ottawa River. Work under this Contract covers, but is not limited to, the following: 1. Demolition and removal of the existing wharf structures and associated infrastructure, including the disposal of demolished materials. 2. Removal, salvage, temporary storage, and reinstatement of the existing boat launch ramp and associated components. 3. Salvage, storage, and reinstallation of existing ballast materials for incorporation into the reconstructed wharf structures. 4. Construction of new timber crib wharf structures, including the supply and installation of structural timber components, decking, curbs, fender systems, mooring hardware, and associated works. 5. Excavation, preparation of foundation areas, placement of geotextile materials, and installation of granular, stone, and erosion protection materials required to support the reconstructed facilities. 6. Construction of reinforced concrete elements associated with the reconstructed wharf and access areas. 7. Site grading, shoreline restoration, reinstatement of disturbed areas, and completion of all ancillary works necessary to provide a fully operational marine facility. 8. Optional Work: a. Supply and installation of one additional timber crib structure. b. Supply and installation of armour stone protection. In the context of the major investments announced by the Government and to foster a proactive partnership with industry, DCC is issuing this Advance Procurement Notice (APN) to inform contractors of an upcoming contract opportunity in Hamilton and other locations in Southern and Central Ontario. The purpose of this APN is to allow contractors to assess their capacity and interest in participating, and to prepare adequately for the potential solicitation process, notably by initiating any necessary steps. These facilities include barracks with associated ablution areas, classrooms, a combined kitchen/dining/administration building, a large storage warehouse, and various workshops and auxiliary support structures. The recapitalization program will encompass the renovation of existing buildings, as well as the demolition and reconstruction of selected facilities, to modernize and enhance the overall functionality of the site. Project delivery will be undertaken using a Construction Management (CM) contract, with an estimated total contract value of $50 million. The solicitation for this project is anticipated to be issued in Fall 2026, subject to project approval to proceed by the Department of National Defence (DND). The Government of Canada is committed to advancing reconciliation and fostering meaningful engagement with Indigenous Peoples. In support of these commitments, DND aims to create opportunities for Indigenous businesses and communities through meaningful subcontracting, employment, and training related to the proposed project. Design and construction for the Strategic Tanker Transport Capability (STTC), Main Operating Base - East (MOB-East), 8 Wing Trenton, Ontario DEFENCE CONSTRUCTION CANADA (DCC) is requesting Proposals from Design-Build Teams to design and construct the Strategic Tanker Transport Capability (STTC), Main Operating Base - East (MOB-East), located at 8 Wing Trenton, Ontario following a modified design-build approach. Additional details are provided in the Request for Proposals (RFP) documents. The overall Rough Order Magnitude (ROM) cost estimate for this Project is estimated to be $228M.
