Objective: Environment and Climate Change Canada (ECCC) requires the completion of an addition to the Curran Cabin within the Long Point National Wildlife Area, along with the construction of a deck around the addition that will connect to the existing deck structure. All on-site construction activities must be carried out between September 1, 2026, and November 15, 2026. At ECCC’s sole discretion, the contract may include an option for the re-siding of the entire Curran Cabin, including both the existing structure and the newly constructed addition, in accordance with the attached drawings and specifications. Regular project progress meetings will be required with ECCC (the owner), an ECCC-retained third-party consultant (engineering firm), and the successful contractor. The frequency and scheduling of these meetings will be confirmed at the project start-up meeting. Site Visit: There may be a site visit during the second phase of the tender. Estimated Value: To assist with bonding and insurance requirements, this project is estimated to cost approximately between $100,000.00 and $150,000.00 (taxes excluded). The work shall include construction of new reinforced concrete stairs, landings, guardrails, handrails, granular base preparation, drainage provisions, and restoration of all disturbed surfaces and landscaping. In the context of the major investments announced by the Government and to foster a proactive partnership with industry, DCC is issuing this Advance Procurement Notice (APN) to inform Design-Builders of an upcoming contract opportunity at CFB Kingston. APN Number: 87719 Title: New Swing Space Buildings Approximate Estimate: $64 Million (4 buildings), up to $97M (2 additional buildings) Anticipated Posting: November 2026 Description: This project includes the design and construction of 2 new office spaces and 2 new classroom swing space buildings at CFB Kingston. The intent is to develop repeatable, standardized building concepts that can be site-adapted across two sites. Each site will consist of a single story office space building of approximately 4000 m2 gross space and a single story classroom building with approximately 4000 m2 gross space, for a total gross space of 16,000 m2. Associated ancillary site works including parking and utilities may also be required. It is anticipated this project will be delivered through a Modified Design-Build (MDB) delivery model.  There is a potential that this project be approved for two (2) additional buildings at a 3rd site for a total of six (6) buildings if additional DND funding is approved. Contract Award and Anticipated Security Requirements To be eligible for contract award, a proponent will be required to, among other things, actively hold or obtain all required security clearance(s) prior to the date of the award, as further detailed in the solicitation documents. The anticipated security clearance level for this contract is Designated Organization Screening (DOS). Industrial Security Program Sponsorship Defence Construction Canada (DCC) is providing Design-Builders early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, Design-Builders that intend to submit a proposal for this project and that do not actively hold the above identified security clearance(s) should begin forthwith the security clearance application process by applying through DCC’s ISP. Under this program, DCC may, at its entire discretion, provide preliminary assistance to all the potential proponents with their respective security clearance sponsorship process. This multi-year contract consists of the following sequential and/or concurrent phases and are not limited to:  Requirements validation, concept development, market analysis and planning activities.   Design Phase activities.  Construction Phase activities.   It is anticipated that the Request for Proposal (RFP) will include detailed evaluation criteria; however, these remain subject to change and will be finalized and fully described in the RFP documentation upon release. At a high level, it is expected that the RFP will assess proponents on demonstrated experience across a range of factors, including northern design and construction experience, experience delivering similar asset types (both within and outside of northern environments), and the integration of design and construction capabilities within a single team. Key personnel requirements will include demonstrated northern experience for certain roles. The evaluation of approach and methodology is expected to consider how proponents plan to successfully deliver projects in northern environments, including logistics, climate, and constructability considerations, as well as their approach to Indigenous participation based on principles of meaningful participation and mitigation of potential adverse effects. In addition to the technical evaluation, a formal interview process will be conducted to further assess team capability to successfully deliver the project in a northern environment. The terms and conditions of the contract will allow for self-performed work by the design-build team.    The infrastructure work for Iqaluit is projected to be procured in Winter/Spring 2027. This is conditional on receiving approval to proceed by DND.   The Government of Canada is committed to advancing reconciliation and fostering meaningful engagement with Indigenous Peoples. In support of these commitments, DND aims to create opportunities for Indigenous businesses and communities through meaningful subcontracting, employment, and training related to the proposed project.  To align with these objectives, the successful proponents will be required to develop an Indigenous Benefits Plan (IBP) as part of the MDB contract. Contract Number: 87918 Title: Fire Hydrant Inspection, Testing and Maintenance (ITM) Approximate Estimate: $750,000.00 Anticipated Posting: October 2026 Description: This service contract will include but not limited to: Scheduled Inspection, Testing, Maintenance and Minor Repair (ITM) of approximately 481 fire hydrants across Garrison Petawawa.  This includes flushing, flow testing, preventative maintenance, marking of hydrants and minor repairs.  The scope of the Contract does not extend past the hydrant connection valve into the municipal water system, nor does it include the replacement of the hydrant connection valve or the maintenance or management of the municipal water system. This contract is expected to be awarded to one (1) contractor for three (3) years with an option to add up to two (2) additional, two (2) year extensions. The estimated services are expected to cost $250,000 per year for a contract value of $750,000 with a possibility to extend up to a total amount of $1,750,000. Contract Award and Anticipated Security Requirements To be eligible for contract award, a bidder will be required to, among other things, actively hold or obtain all required security clearance(s) prior to the date of the award, as further detailed in the solicitation documents. The anticipated security clearance level for this contract is Designated Organization Screening (DOS). Industrial Security Program Sponsorship Defence Construction Canada (DCC) is providing contractors early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, contractors that intend to submit a bid for this project and that do not actively hold the above identified security clearance(s) should begin forthwith the security clearance application process by applying through DCC’s ISP. Under this program, DCC may, at its entire discretion, provide preliminary assistance to all the potential bidders with their respective security clearance sponsorship process. Sponsorship Process Upon receipt, DCC will review the sponsorship request application and will communicate directly with the consultants or contractors to provide assistance for the completion of the sponsorship request packages. Once DCC has determined, at its entire discretion, that a consultant or contractor: has started the sponsorship process prior to the solicitation (Contract number listed on their request for sponsorship) being advertised on MERX, has met all the material requirements of the sponsorship request package, and has submitted a proposal or a bid DCC will send the documents to the Public Services and Procurement Canada’s (PSPC) Contract Security Program (CSP). Following receipt of the sponsorship request package, the CSP will communicate directly with the proponent or bidder regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing.
